Phebe was the first child born to Jacob and Mary Vergason Ball.

She married James Ely, son of William Ely and Lucy Perkins. The two had no children.

Phebe lost her husband in 1815 and she followed a year later. Her will dated 10 May 1816 reads as such:

1816, May 10. Ely, Phebe, of Livingston, Essex Co., widow of James Ely; will of. A decent head stone to be placed at my grave, and one at grave of my last husband, dec’d. Wearing apparel to 2 sisters, Sally Templeton and Electa Ball, and to niece, Phebe Babbitt. Any residue to said Phebe Babbitt. Executors–niece, Phebe Babbitt, friend Stephen Youngs. Witnesses–Aaron Condit, Isaac Ball, Lewis Casaday. Proved May 24, 1816, before D. Thompson, Surrogate of Morris Co.

Phebe is probably buried with her husband at Ely Cemetery in Livingston, Essex County, NJ.
